This volume brings together the papers presented at the Europa-Kolleg Hamburg on November 30 and December 1, 2001, on the debate on governance in the EU. The authors analyze, from a legal and political science perspective, the White Paper on Governance presented by the European Commission in summer 2001, which provoked a controversial response. Other conference topics included the principles and instruments of good governance, the governance debate and administrative reform, and the external dimensions of the governance debate.
